Summary

• ports the Library list prototype from feat: Add Library List UI with mocked data for issue #20 #27 onto current main while preserving contributor commit attribution
• provides loading, empty, error, and populated states with mocked file/artifact data
• adds search, localized type filtering, sorting, storage usage, and dense/preview view modes
• fixes accessible dropdown names, pressed-button view semantics, and hides unavailable item actions
• aligns mock IDs and content types with the shared file/artifact contracts from RFC 0001
• localizes all Library user-facing text in the English resource

This is a maintainer takeover and supersedes #27. The original implementation and design work remain attributed to @manthansingh26 in the preserved commits.

Scope

This remains the mocked UI slice described by #20. It does not add production API, storage-provider, cross-user sharing, or private-service integration.
