chore: write the Mac build doc for whoever is doing the build - #3

MAC_BUILD.md was a handoff note addressed to one person: who cannot build what, who to report back to. The technical content -- build steps, the four Windows/Mac behaviour differences, the permissions that trip people up, Gatekeeper -- is useful to anyone building on a Mac. Only the framing was private. Kept every technical detail, dropped the handoff voice, pointed feedback at issues instead of a name. setup.ps1's usage comment no longer names a checkout path that only exists on one machine. MAC_BUILD.mdwas a handoff note addressed to one specific person — who can't build what, who to report back to. But the technical content is useful to anyone building this on a Mac: the build steps, the four Windows/Mac behaviour differences, the permissions that trip everyone up, the Gatekeeper workaround. Only the framing was private.Every technical detail is kept. What changed is the voice, and feedback now points at issues rather than a name.
setup.ps1's usage comment no longer names a checkout path that exists on one machine only.Turned up by a scan across all 7 public repos (3 spots here, 12 in mneme — see AgentGameLab/mneme#29). Nothing here was a leak; it's the generalization half: things that don't hurt us but don't mean anything to someone who just cloned the repo.
