Summary

Package client build outputs as per-platform tar.gz files on v* tag builds
Upload packages to the matching GitHub Release automatically
Create the release from the tag if it does not already exist

Validation

ruby YAML parse: ok
bun run typecheck: ok
bun test: 190 pass, 0 fail
local tar packaging check: ok


          ci: upload release packages
