api-layer PR #4882 removes checked-in certificates in favor of automatic generation by Gradle when needed. Update the localhost certificate sections to describe this at a high level and point readers to the api-layer keystore/README.md for details, and fix stale README links/anchors.
api-layer PR #4882 removes checked-in certificates in favor of automatic generation by Gradle when needed. Update the localhost certificate sections to describe this at a high level, and link to the specific "Certificates for an onboarded service" and "Trusting the certificate of an onboarded service" sections of the api-layer keystore/README.md, which the PR renamed and expanded.
