Use setShowWhenLocked/setTurnScreenOn instead of the flags deprecated in API 27, and add the matching manifest attributes to AlarmScreenActivity and PillScreenActivity. Loop the alarm ringtone instead of playing it once, with a watchdog fallback below API 28.
