docs: burn-down round 2 — 10 verified bugs for the next release - #3596

Round 1 (#3585 / meta #3586) was fixed, merged and closed; this is the next ten, every row re-verified against main at 1b09596 after round 1 merged. Five rows confirmed with file:line today (two brand-new ci.toml defects wrong-on-arrival, standalone dylint-link, split-homes E0463, the busy-lock diagnostic's remaining dead end), one bug-labeled row has its fix ready in PR #3579, three need diagnosis-first work, and two are code-smell convergence decisions. Rejected after verification: #3053 and #1060 already fixed on main (cgroup.json in the breach dump; installer sibling-libc candidates), #3333 blocked behind #3136's sharding, #2930 stale as written.
