release: send a User-Agent when checking crates.io - #1335

crates.io returns 403 to curl's bare request, so crate_visible() was
always false. Harmless while every publish succeeded in one pass, but the
4.10.17 release hit index lag after uploading running-process-protocol,
and every rerun then retried that upload and failed on 'already
uploaded' instead of skipping it and carrying on.

crates.io returns 403 to curl without a User-Agent, so the publish job's crate_visible() never skipped an already-published crate. The 4.10.17 release (run 40286276477) uploaded running-process-protocol, then hit sparse-index lag on platform-internal; each rerun then failed on 'already uploaded'. With the UA the check returns 200 and reruns resume where they stopped.
