Follow-up to #352 (CACHE-034 merged), which shipped the rule without its documentation.

  • policy-general.md: the CACHE-034 row, with the ci(cache): add a ci.toml declaring fbuild's cache ceiling (8.73 GiB = 87% of the 10 GiB cap) FastLED/fbuild#1652 measurement (7.92 GB -> 15.84 GB against a 10.20 GB budget), the fleet audit (6 of 8 declaring repos unhonoured: clud, running-process, bosn, soldr, reld, mimalloc-pprof), and the zccache caveat -- it honours pre-prune via a hand-written JS implementation in cache-pre-prune.yml, so the literal ci-lint matcher reads it as unhonoured. The fix there is to teach the scan the workflow name, not to loosen the pattern.
  • AGENTS.md: registry moves to 001-034, next free CACHE-035, with the implementation note.

python3 -m ci_lint selftest: 1069 tests, OK. Gate passed, HEAD stamped.

Documents the fleet measurement (6 of 8 declaring repos unhonoured) and the
zccache caveat: it honours pre-prune via a hand-written JS implementation, so
the literal ci-lint matcher reads it as unhonoured. The fix there is to teach
the scan the workflow name, not to loosen the pattern.

Registry moves to 001-034, next free CACHE-035.
