Every repository at or over 50% of the cache budget now has either a merged
policy or an open PR:

Reclaimed ~180 GiB fleet-wide, plus ~9.4 GiB in the three
originally-declared repos.
**The remaining blocker is not the policy.** Four repositories fail their
`Verify local gate` job with GATE-003 and are blocked on producing a
`Local-Gate:` stamp, not on their ci.toml:
* a PRISTINE baseline with NO ci.toml failed identically (682s, exit 1);
* `bosn ci run` exited 3 with jobs {total 4, completed 4, failed 0} and
all four jobs conclusion: success -- the work passed, bosn's verdict
rejected it;
* a second run produced NO receipt at all (47-byte lane log);
* `_load_gate_config` only prefers ci.toml's [local.gate] when that table
EXISTS, and none of these declare one.
Host at the time: 4-5 bosn daemons, 2 concurrent `bosn ci run` (one from
another session), 13 containers, disk 60%. Tracked at #322. Unblocks with
one serial `local-gate run` per repository and no other bosn activity, or
per-run state directories so concurrent sessions cannot share a daemon.
