RUST-017 false positive: --test-threads=1 on a single named test #136

Found in M2-41 (kernal-api) at ci.yml@78506e7.

A kernal-api step runs exactly one ignored test:
soldr cargo test --locked --all-features --lib live_webkit_viewport_png_completes_capture_operation -- --ignored --test-threads=1
RUST-017 reports it as a violation ("forces the test run serial"). When the name filter selects a single test, --test-threads=1 costs nothing. The test also drives a live WebKit display and must not share the process.

Suggested fix: skip the finding, or downgrade it to needs_review, when the test command carries a positional test-name filter together with --exact, --ignored, or a single --test <name>. Alternatively accept a same-line # ci-lint: allow RUST-017 <reason> like GEN-012/GEN-013.
