Trim CI and remove flaky hourly dashboard test - #2

- Run the push trigger on main only; PR branches were built twice. - Drop macos-15-intel and the 3x macOS lifecycle loop from PR CI; the release workflow is unchanged. - Run cross-build only on pushes to main and drop the unused artifact upload. - Remove the hourly usage e2e test that failed intermittently around hour boundaries, and make the e2e fixture wait out an imminent hour boundary.
