Claude Code >=2.1.277 reads AGENTS.md natively when no CLAUDE.md is present; pj-base's template.toml stopped rendering the shim. Drop the orphaned file and its stale .kata/applied.toml tracking entry.

Direct push to main was rejected by branch protection (required status check
test (ubuntu-latest)), so this went through a PR. Owner pre-authorized immediate merge without human review.
