Moves the guided compile-fixture, reader compile-fixture and reader native-reviewed workflows out of .github/workflows, where GitHub runs nothing outside it. Moved, not deleted, because the guided compile pins hash the workflow's env and the reader gates assert its reviewed shape; the tests now read the retired copies. Kept live: ci.yml, release.yml, and the five *-source workflows. New test/gates/retired-workflows.test.ts keeps them out. Nothing armed. test_report_family.py has one failure that also fails on unmodified main.
