ROADMAP.md's Phase 1 status line says the library is still "expanding toward a 60+ library" while also stating 61 explainers are already published #732

Where: ROADMAP.md line 47.

The gap: **Status: Foundational library complete - 61 explainers published, expanding toward a 60+ library** is self-contradictory: it states 61 explainers are published (61 > 60) while also framing that as still "expanding toward" a 60+ target, i.e. not yet there. git log -p -- ROADMAP.md shows this "expanding toward a 60+ library" clause has been carried forward unedited (only the count number bumped: 53→...→60→61) past the point where the stated target was reached. Every other Phase status line in the same file uses the opposite, consistent pattern once a target is hit - e.g. "Status: Goal exceeded - 29 external contributors, past the original 15+ target". METRICS.md's own Targets table separately sets a real, not-yet-reached explainer target of "65+" - so ROADMAP's stale "60+" phrase isn't even the number the project is currently tracking toward.

Fix direction: Drop the stale "expanding toward a 60+ library" clause (61 already exceeds 60), or reword to match METRICS.md's real target, e.g. "61 explainers published, working toward 65+".
