Что сделано
Добавлен флаг --ci-annotate, который выводит machine-friendly CI annotations для warning/danger threshold breaches.
Логика работает поверх существующего --fail-on и не меняет обычный stdout.
Как проверить
cargo test --locked
cargo clippy --all-targets -- -D warnings
cargo fmt --check
