Что сделано
Вынес общую модель обновления dashboard в библиотечный модуль src/dashboard_refresh.rs и перевёл desktop GUI и Android refresh на общий loader.
Desktop GUI по-прежнему добавляет только свои overlay/trend/agent данные поверх общего результата без дублирования fetch/failover logic.
