licence of datasets

It would be great to have some metadata with the licence of each of the datasets.

There could be various fields:

• unique licence identifier (eg https://spdx.org/licenses/ ; for a presentation, see https://www.linuxfoundation.org/blog/2018/08/solving-license-compliance-at-the-source-adding-spdx-license-ids/ )
• human name of license
• URL where the license is stated (on the maintainer website)
• URL of the full text licence (eg on creative commons website)
• license text (when the licence is an ad hoc license)

I'm working on releasing a Shiny dashboard creator for polity data (based on http://cybis.univ-grenoble-alpes.fr/fsi/ ; translation work ongoing at https://github.com/mayeulk/Rdashboard_fsi/tree/master/translations ). And possibly merge it to the Affero GPL PeacePRISM (http://cybis.univ-grenoble-alpes.fr/en/PeacePRISM with code at https://github.com/mayeulk/peaceprism/tree/master/carte_curseur_v1 ).
Knowing the licence would allow to quickly disseminate much more data.
