[codex] Set up jakeforge app and actions

Summary

• Add the standalone jakeforge React/Vite resume editor and local Node LaTeX API.
• Add npm lockfile, README, license, GitHub Pages CNAME, and production build configuration.
• Set up GitHub Actions to build on pull requests and deploy GitHub Pages only on pushes/manual runs.

Notes

• AGENTS.md and CLAUDE.md are intentionally not ignored, but they were left untracked and are not included in this PR per request.
• Generated/local files stay ignored: node_modules, dist, CONTINUITY.md, .claude/, .DS_Store, and *.local.

Validation

• node --check server.mjs
