Dependencies: #8 #4

Scope: Implement the TaskRegistration creation endpoint.

Validation: Deny requests if the current server time is outside the Task's registration_start_at and registration_end_at window. Validate current team size against the Event's min_team_size and max_team_size. Support the Task.autoregister bypass logic if applicable.

    Remember that task times are nullable!! Though this needs to be revised since right now there is a possibility of a task that has a weird, undefined state.
