Material-change update

This is the material-change successor package for the same BHRIGU submission directory. It preserves the original SEP10 precommit, adds durable post-boundary evidence, a second genuine future precommit (SEP_17_2026), a repeatable multi-window temporal-evidence model, and a shipped read-only MCP surface with four tools.

Core agent workflow: DISCOVER → READ_LOCKED_PAST → COMPARE_LIVE_REALITY.
