Overview
Adds a new .cursor/skills/plan-making skill that standardizes how development plans are written and stored in docs/dev_todo//docs/dev_completed/, explicitly forbidding Cursor Plan Mode and README indexing during active work.

Introduces size-based planning templates (template-small.md, template-large.md) with required sections (e.g., non-goals/decisions/testing) and embeds repo conventions around testing, time abstractions, and mocking constraints.
