common: Add support for breakout configuration

Add support for breakout configuration. start/stop breakout session, assignment, update session (create/rename/remove groups).

1. pnpm build && pnpm dev
2. Go to the Room Connection with breakout groups story
3. Join the same room in a different tab
4. Test the new breakout config. Create groups, assign participants etc
5. Verify that everything works as expected
