Deployer base implemetation

[we4OnTop]

1. New request redirected to Deployer to create a new container
2. Create new Docker container based on needed Image
3. Deploy the container on docker
4. Redirect the request that initiated the creation to the container

[we4OnTop]

Example:

1. localhost:8080/api/getUser by client as request sent
2. envoy doesn't find a running container and routes the request to deployer
3. deployer gets the request
4. identifies the needed docker image to create docker container
5. creates container
6. redirects the request forward to the container
