Add QEMU VM helper scripts

Summary

• Add a general-purpose QEMU VM PowerShell launcher.
• Add an Android-x86 QEMU emulator launcher.
• Document requirements, usage, defaults, and troubleshooting in README.md.

Testing

• Parsed both PowerShell scripts successfully with the PowerShell parser.
• Verified QEMU and GVM commands were installed and available from PATH during setup.
