Outcome
Makes the GitHub entry point easier to trust and navigate: a sharper README, architecture map, contribution guidance, issue/PR forms, and a CI quality gate.
Why
The previous repository page explained the product but did not clearly show the local-first ownership model, artifact lifecycle, repository layout, verification path, or contributor entry points.
Invariant preserved
This is documentation and quality-gate work only. The local-first, immutable-original, owner-controlled import, and explicit-share boundaries remain unchanged.
Verification
python3 -m unittest discover -s tests -p 'test_*.py'(16 passed)\n- YAML parsed for the workflow and both issue forms\n-git diff --check
