@gkatsev @nigelmegitt how about LICENSE? I have no position, and if there is some record of change from 2019 publication "Copyright © 2019 W3C® (MIT, ERCIM, Keio, Beihang). W3C liability, trademark and document use rules apply." to permissive software and document license, I'll change it with leaving record here.

@nigelmegitt @gkatsev I've found old (2016) email thread about WebVTT license, and it seems WebVTT related colleagues desired Software and Document license, and resolved to enable both licenses in TTWG charter during call 2026-03-10. And no further discussion found after 2016.
So, I believe publication at /TR/ with Document license like CR 20190404 was totally wrong, and we shall fix before next publication.

So, I believe publication at /TR/ with Document license like CR 20190404 was totally wrong, and we shall fix before next publication.

That matches my recollection.

this means, 1) W3C default line only have software and document license, 2) TTWG does not override it. so, if we want to have bikeshed-based spec under document license, we need to edit 2). (for respec, we have a built-in flag)
to be honest, I've not checked built spec text (only checked bikeshed errors or pubrules), and I've just found that current preview is built using software and document license.
