Replaces #300’s remaining deliverable against main fc872110, without re-landing Codex context/reasoning/shell policies already merged in #309. Exact head 3d374424a89429c4932d3390ef1ef4d2ca6002c4; original #300/#304/#306 refs and full scope mappings preserved, no force rewrite.

Retains the original non-Codex host image/request-budget residual scope while preserving current provider-specific shell contracts. Salvages useful #304/#306 omission, exact1000000 context boundary and full parse→interpret→serialized reasoning witnesses. Those tests now pass on the replacement source. Layout repairs satisfy unchanged quality limits.

Focused profile52/registry2/reasoning5/wire1/CLI2 and associated shell/inventory gates passed, with MSRV denied-warning root/xtask clippy and stable full suite. An earlier exact MSRV full run failed the unchanged deadline elapsed-bound test at tests/turn_deadline.rs:264; retained, not reported green. Final aggregate release/source-bundle/native smoke remain active. Independent bounded current-main residual integration verification is active on an immutable copy. External sibling-generator/owner and broader unchanged model-clippy qualifications remain separate.

Original #300 initial/follow-up dispositions are preserved; inaccessible external reports are not claimed inspected. This is a draft for fresh exact-head CI, not merge approval. Independent residual-profile/current-main verification completed PASS at exact 3d374424a89429c4932d3390ef1ef4d2ca6002c4, covering all18 changed files/owning constructors/callers and retained #304/#306 witnesses. Fresh CI37057903619 also completed8pass/0fail/0pending/1tag-only skip, including Linux/macOS MSRV/stable and release/source-bundle acceptance.

Native exact final-binary read smoke passed. A local aggregate run separately failed the empty-PID source-bundle fixture (#321), and its original default-load elapsed-deadline failure remains retained. Local packaging/native handoff is still finalizing; independent review did not borrow package/CI approval. No merge or promotion while those outcomes are being reconciled.
