Fixes a rejoin that replaced a healthy session after a reconnect restored it.

  • Once the session is restored, any reconnect attempt still waiting to start is cancelled, whichever way the connection came back (previously only after an ICE restart).
  • A reconnect attempt whose peer connection is up but still opening its data channel counts as connecting, so the settle timer extends instead of scheduling a replacement.
  • Release 0.11.9.
