Client keys use .voicethere/config.json when --project-id is omitted. --project-id still overrides that linked project.

voicethere api-keys create --kind clientnow binds the key to the linked project in.voicethere/config.jsonwhen--project-idis omitted.--project-id <uuid>overrides that linked project. widget-cdn-smokecreates a client key from the suite workdir without--project-id. That starts working once this CLI is published ande2epins it. The current pin is@voicethere/cli0.14.5.Test plan
