I'll need to probably jump on the dune test instance to connect the RSEs and verify the transfer syntax is all right, but this looks right now based on the docs

tools/create_globus_rse.pyfor a scratch file with an RSE setup. They are currently missing the https hostname but that probably shouldn't be pushed publicly begin with, and I'm not sure if that's actually needed or if we can just make something up to make the protocol schema happy.
