New panel implementation. This PR borrows from #711 but doesn't yet change the Python API.

Following #722, panels can still be docked:

Screen.Recording.2026-06-11.at.5.08.20.PM.mov

Tabs can now be pulled out as individual panels:

Screen.Recording.2026-06-11.at.5.08.50.PM.mov

Docking works on both sides of the screen:

Screen.Recording.2026-06-11.at.5.09.12.PM.mov
Screen.Recording.2026-06-11.at.5.09.27.PM.mov

Minimization, resizing, etc should all feel intuitive:

Screen.Recording.2026-06-11.at.5.10.01.PM.compressed.mp4
