- **The status banners no longer claim a publication they cannot verify** (register C-97).
`README.md` and `CLAUDE.md` said "published to PyPI" / "released" from the moment the
version was bumped — true within minutes on every previous release, and false for as long
as a MAJOR's cross-repo gate takes. They now state the version *in this tree* and link to
PyPI for what is published. `validate_docs.sh` check 6 still pins the banner to
`pyproject.toml`, which is the part a repository can actually check.

- **`validate_docs.sh` check 10: the documents that describe the wheel are held against
`[tool.hatch.build.targets.wheel]`** (register C-96). Two of them still said the wheel
ships two packages; it has shipped three since v1.7.0, and one of the two was a comment in
the workflow that publishes. Two halves — completeness and a literal count word — because
neither catches the other's case, scoped to documents describing the current wheel so that
ADRs and postmortems stating counts that were true when written are not flagged.

- **The publishing runbook gained a pre-tag checklist.** Register C-13's requirement that
every pinned consumer has an adoption issue before a MAJOR is tagged lived only in the risk
register, which is not the document anyone stands in front of at release time. This release
reached "ready to tag" with none filed.
