chore: take qctl 0.5.9

Moves the work-queue tooling from qctl 0.4.2 to 0.5.9.

• The q task include, the tasks.yaml schema URL, and the qctl entry in every mise lock (mise.lock, mise.dev.lock, mise.release.lock, mise.template.lock) name 0.5.9.
• One qctl fmt run, in its own commit, rewrites the ledger to 0.5.9's defaults (list_items: line, quotes: auto): folded notes go on one line and strings are re-quoted. Every value reads back the same, and qctl check and qctl fmt --check pass.
• qctl 0.5.8 stopped reading TASKS_LEDGER in favour of QCTL_FILE. This repository never set it, so nothing is renamed.

No release: the change touches tooling and the ledger only.

Summary

What these patches change

mise.toml: The q task catalog include now points at qctl.git//tasks/q?ref=v0.5.9 instead of v0.4.2. The mise lock files are not part of this set of patches.

tasks.yaml, schema header: The yaml-language-server $schema URL now points at the v0.5.9 release asset tasks.schema.json. schema_version: 4 and prefix: CTC stay the same, so the ledger format version does not change.

tasks.yaml, formatter rewrite: There are no content edits. Every hunk after the header is a quoting or layout change.

• Folded list items become single-line scalars. The >2- and >- block scalars under notes become one-line strings in CTC-008, CTC-021, CTC-022, CTC-025, CTC-015 and CTC-006. The formatter picks the quote style from the content:

  • Double quotes when the text contains an apostrophe, such as "verctl's" or "qctl's".
  • Single quotes when the text contains : or embedded double quotes, such as the CTC-006 note with "version packages".

• Redundant quotes are dropped. This affects:

  • acceptance items (CTC-009).
  • scope values (CTC-020, CTC-019, CTC-018, CTC-017).
  • evidence items (CTC-007, CTC-005, CTC-002, CTC-004, CTC-001).

  Quotes stay where YAML needs them, for example 'chassis last-wins + {bin}: warning: on clashes'.

• Only list items are collapsed. Multi-line outcome: >- mappings and other scalar fields keep their folded block form, which matches the list_items: line scope.

Reviewer note

The completed values for CTC-007, CTC-005, CTC-002, CTC-004 and CTC-001 went from quoted strings ("2026-08-17T05:59:57") to bare values (2026-08-17T05:59:57). This matches how newer archive entries are already written, such as CTC-019's completed: 2026-10-12T02:10:00. The ledger stays internally consistent, but bare values only read back the same if the loader keeps timestamps as strings rather than a YAML 1.1 timestamp type. The passing qctl check and qctl fmt --check runs suggest qctl's loader does that.
