A model step can request human input and start a subagent or remote-agent action at the same time. eve previously parked only the runtime action, so the approval or question disappeared.

Why

At 3f22989669f8c0d65e264d4c538eda6b077eac74, the focused regression parked the runtime-action batch but found no pending input batch and no input.requested event. An early approval response also had nowhere durable to wait for the runtime result.

This builds on the report and test direction in #1200.

Approach

Because both requests come from one assistant message, the harness now records both pending batches before it parks. The runtime batch owns the shared assistant message. The input batch stores no duplicate copy.

When the runtime action resolves, its resolver commits the resulting history. If the input remains unanswered, the session parks again. If the answer arrived first, eve defers it and coalesces it with the runtime result.

Validation

Added result-first and answer-first regressions for #1201
Verified one input.requested event and one assistant tool-call message
Verified turn start and completion IDs stay paired
Ran 221 focused harness unit tests
Ran pnpm --filter eve typecheck
Ran oxfmt --check on every changed source file

Hypothesis: persisting both pending batches, then resolving them in runtime-action order, prevents dropped approvals without duplicating provider history or changing single-batch behavior.
