main maintained four create-in-place guards across the agent and extension scaffold paths. Two implementations were byte-identical, and all four repeated the same entry filtering and error diagnostic.

Hypothesis

Making create-in-place.ts own the filesystem check, overwrite policy, and diagnostic should prevent these paths from drifting while preserving their behavior.

Data flow

Before:

CLI init paths -> local guard -> blocking entry filter
scaffold paths -> local guard -> blocking entry filter

After:

CLI init paths -----┐
                    ├-> assertCanCreateInPlace -> blocking entry filter
scaffold paths -----┘

The CLI still validates before creating its staging directory. The scaffold functions validate again when they write the staged result. Existing overwrite callers pass their explicit policy, while CLI callers continue to reject blocking entries.

This removes 43 net lines and leaves one owner for the policy and message.
