Build glslc without a precompiled header so the arm64 Vulkan leg survives runner image updates - #213

.jobs.resolve.steps[1].run is 20495 characters, within 505 of GitHub's 21000 character limit. Move any prose out of the block scalar into YAML comments above the step, or split the script into another step.
