feat: add node-redis driver (#664)

This adds a new driver for redis using the node-redis library.

It's mostly based off of the existing redis driver which uses ioredis. But there are a few differences:

• scan requires some different handling for cluster mode Scan Iterator on RedisCluster redis/node-redis#2657
• There's no up-to-date mocking library, so I've made a homemade mock. In the future this may be better supported Provide an official mocking library for mocking Node-Redis in Jest tests redis/node-redis#2546
• The inferred types are complex and this causes an issue when exposing getInstance on the driver, so I've left it out. RedisClientType type is slow to typecheck (TS performance issue) redis/node-redis#2975
• setItemRaw and getItemRaw use typeMapping which is a feature of node-redis
