Summary

What:

  • Define how batches of individual build issues are attributed to projects.
  • Add a noop implementation that leaves existing project associations untouched.

Why:

  • Establish the contract needed to show open issues by project. A project-specific view needs to know which individual failures affect that project; a queue-wide issue list does not provide those relationships.
  • Distinguish projects that were assessed from projects that were not. Later attribution processing needs that boundary to remove outdated associations without clearing projects a build did not reassess.

Test Plan

  • Add unit tests.

Revert Plan

  • Revert this PR. No runtime behavior or persisted data changes.
