docs/stability.md is the freeze for CLI flags, agent files, the ~/.arbiter layout, and documented environment variables. Agent files gain an optional version (default 1). The tenant database records schema version 1 in PRAGMA user_version and migrates through that hook. ~/.arbiter is mode 0700 and tenants.db is mode 0600. go run asks for confirmation; go build and go test do not.
