Remove the tracked Jules-local note
Tracking this file makes scripts/ci/check-root-hierarchy-contract.sh fail because it explicitly rejects any tracked .jules path, and that check runs as part of scripts/ci/run_basic_ci.sh. Remove the file from the commit and keep this tool-specific note only in ignored local state.
