What
Changed the terse Quarantine empty. empty state message in src/seocho/cli/ontology.py to the more clear and consistent No quarantined items found..
Created .jules/palette.md to log a codebase-specific learning regarding UX and proper phrasing for empty states in the CLI.

To improve the clarity of the CLI's output for empty states, ensuring proper sentence case, punctuation, and domain terminology are respected as requested by the constraints.

Provides a friendlier, clearer message to operators instead of a cryptic and short response, improving the overall CLI developer experience.

Validation
Ran pytest tests/seocho/test_cli_ontology.py to ensure the change didn't break CLI ontology commands. Also ran the main CI suite bash scripts/ci/run_basic_ci.sh.
