Planning doc for PR1 (read-only streak display vs TUI) and PR2 (per-token random smart ping with effectiveness loop). Binds unknown-vs-zero, display-before-automation, account timezones, dry-run-first rollout, and the preserve-before-build ban-risk posture. Implementation starts after review + usage-ladder validation on a sacrificial token.
