Add ClawHavoc AI supply chain attack to Notable Incidents

Adds ClawHavoc to the Notable Incidents table - a documented supply chain attack targeting AI agent ecosystems via poisoned tools and plugins. Complements the existing Nullbudge entry with a more recent (2025) AI-agent-specific incident.
