First-pass scaffold for platform-tools: access docs for engineers and agents, security policy, jira-plan stubs, and CI frontmatter/secret validation. Local secrets use ~/.config/platform-tools/config.yaml (see config/config.yaml.example). No personal machine paths in git. Synthesis follow-up tracked in PLAT-92 under Epic E07.
