Pin the WPF/WinForms notices to the .NET 10.0.14 runtime - #36

.NET 10.0.14 came out on 2026-10-25. CI installs the newest 10.0.x SDK (10.0.403, rolled forward from global.json), so the beta build now publishes WindowsDesktop 10.0.14, and Build-Beta.ps1 refuses any runtime other than the one the bundled notices were taken from. Every Windows run would stop at the installer step. The 10.0.14 runtime packages name dotnet/dotnet@0427b9a as their source (<repository commit> in the nuspec of both Microsoft.NETCore.App.Runtime.win-x64 and Microsoft.WindowsDesktop.App.Runtime.win-x64). The WPF and WinForms THIRD-PARTY-NOTICES.TXT at that commit are byte-identical to the 10.0.13 copies, so only the provenance URLs, the README and the pin change; the SHA-256 values in sources.json stay the same.
