Adds a codereport step to each job in the Quality workflow, after the care gate. It installs the cosign-verified codereport binary, generates the module's
code.jsoncode view, and publishes it to code.toawe.me. Theserverjob passesdir: serverso its own module is read, mirroring how care already runs per-module here.Pinned to
toaweme/codereport@10bd1b6(v0.3.0), matching the SHA-pin style of the other actions in this workflow.
