We were getting the href from `.docket` somehow, but should be getting it from `.docket.charge`, the one being uninstalled.

We need to do deletes properly now that they're type-checked, but otherwise no big changes needed beyond
/sys/kelvin.409 compat wasn't there for some reason, I think that just got patched on the distributor ship.
next/kelvin/408is based off develop, in any case.
