Modify testbed to target iOS 15 as a minimum, and use a UIScene lifecycle. These changes are required by Xcode 27, but are backwards compatible to at least Xcode 16.

Remove it from the C API, but keep it in the stable ABI.
Remove Py_SetProgramName(), Py_SetPythonHome(), PySys_SetArgv() and PySys_SetArgvEx() functions, deprecated since Python 3.11. Mark the 4 functions as abi_only in stable_abi.toml.
