Pattern precedent: gftb-site PR #19 spoke-ci bump.publish_mode: hosted_exception— v3.0.0 rejects it with a hard migration error. Publish moves tosame_runnerontinyland-nix, and npm provenance is no longer requested (per the v3.0.0 CHANGELOG break table).runner_groupis set anywhere — the group flip is a separate later step gated on the GFTB canary.actionlintclean on both workflows.MERGE GATE: Do not merge until the GFTB group-routing canary (gftb-site #19) is green — coordinator merges.
