NetMeter: DONOTWAIT in its icon for WBStartup - #203

Conversation
NetMeter stays open, so Workbench started from SYS:WBStartup waited for it to exit and then reported it as not responding. The icon now carries DONOTWAIT; Snapshot keeps it, as it keeps every other ToolType. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

NetMeter stays open, so started from SYS:WBStartup, Workbench waited for it to exit and showed a "not responding" requester at boot. The icon now carries the DONOTWAIT ToolType (makeicon.py, regenerated install/NetMeter.info); Snapshot keeps it like every other ToolType. Guide and CHANGELOG updated.
